
The Local Transport Plan 3 (LTP3) poses a greater number of challenges in its preparation than its predecessors. In addition to the extensive collaborative effort with borough and district councils that is required to draft and review the plan, there is now a new consultation requirement that involves both the public and a wide range of governmental and industry bodies. All of which has to be achieved in a climate of reduced budgets and heightened expectations, in line with the increased importance of Local Area Agreements and greater central government scrutiny.
